CHITTLEHAMPTON PARISH COUNCIL

 

Minutes of the meeting held on the 16th September 2009 at

The Methodist Hall, Chittlehampton. 7.30p.m.

 

Those present: Councillor Mrs M Edwards (Chairman),Councillors  Mrs A Davies (Vice Chairman) Mr M Ives, Mr I Rutland, Mr D Reed, Mr F Adey, Mrs L Sherwood, and Mrs R Warren (Clerk)

 

Councillor Richard Edgell attended the meeting along with Emma Iingle, the Customer Service Manager at North Devon District Council.

 

Councillor Edgell left the meeting at 8.30pm and Councillor Reed left at 8.40pm.

Emma Ingle addressed the meeting and explained how the call centre operates and the benefits of this new initiative. Details of contact numbers will be on the Parish website and in the chronicle.

 

 

MATTERS ARISING

 

 

Pigeon Shoot:  Emma Ingle agreed to speak to the Planning Department in an attempt to improve communications between them and the Parish Council.

 

Boundary Review:   No further news

  

Highway Matters:     Japanese Knotweed is still a problem on the roadside by Brayleino Ltd at Filleigh. Richard Edgell was asked to mention this on his next visit to Filleigh Parish Council. Mrs Warren to report a blocked footpath at Umberleigh,

 

Affordable Housing:  Mrs Warren to write to Collin Savage for an update.

 

Emergency Plans:  A meeting has been held regarding the mail shot and this is being organised by the sub-committee.

 

 Defibrillator: Still waiting further information from the Heart Foundation.  

 

Upkeep of Square and Stocks:  The quotation from Mr Southcombe to repair the cobbles in the Square has been accepted.

 

Correspondence : Correspondence received has been dealt with.

 

Finance: Cheques issued: £25.00 Vitalise. Donation.

Planning Decisions:

Ref no: 48597. Change of use of land to allow installation of Menage at Ferndown, Warkleigh, Umberleigh.

Decision: Granted.

Ref no: 48256. Conversion of the Stick  House to form ancillary living accommodation at South Newton Farm, Chittlehampton, Umberleigh.

Decision: Granted.

Ref no: 48537. Extension to dwelling at 2 Railway Cottages, Upside, Umberleigh.

Decision: Granted.

 

Any other Business:  It was reported that the rope bridge in the play area is damaged. Mr Ives to ask Mr Southcombe to make it safe. It was reported that the new lights at Umberleigh Station are on 24 hours a day .Mrs Warren to write to Network Rail to ask if they could be switched off after the last train and before the first train of the day. Mr Adey reported that Umberleigh Hall were getting plans for the extension and work should start shortly. Mr Adey also asked for more road signs at The Gables end of Umberleigh Bridge warning of children crossing and of the sharp bend. Councillor Edgell said he would look into this.

 

The meeting ended at 9.10 pm. The next meeting will be on Wednesday the 21st October 2009 at 7.30pm at the Methodist Hall Chittlehampton.
