Minutes of the meeting held on the 12th August 2009 at

The Methodist Hall, Chittlehampton. 7.30p.m.

 

Those present: Mrs M Edwards (Chairman),Councillors  Mrs A Davies (Vice Chairman) Mr M Ives, Mr I Rutland, Mr D Reed, Mrs S Brooks, Mr G Williams, Mr F Adey, Mrs D Roe and Mrs R Warren (Clerk)

Councillor Richard Edgell attended the meeting.

Councillor Richard Edgell introduced himself to the meeting and spoke about the Local Government Review and the reasons why there have been delays in making a decision.

 

 

MATTERS ARISING

 

Community Awards:  The grants have now all been agreed. The distribution of the grants is attached.

 

Pigeon Shoot:    No further news.

 

Boundary Review:   No further news

  

Highway Matters:    The new crossing by Umberleigh School has been approved and work should begin shortly.

 

Affordable Housing:  No further news.

 

Emergency Plans:  The costing for the mail shot have been agreed and a further meeting will be held to organise this.

 

 Defibrillator: Still waiting further information from the Heart Foundation.  

 

Upkeep of Square and Stocks:  A second quote has been received for repairs to the cobbles in the Square. No decision has yet been made.

 

Correspondence A letter was received from Chittlehampton Football Club requesting that land between the wire net fencing to the lower side of the pitch and the post and rail fence at the field level be cleared. It was agreed that this work should be carried out. A letter was received from BT asking if the Parish Council would adopt the phone box in the village. This would involve losing the phone and just keeping the box. The Parish Council did not agree with this as the phone is used and also the mobile signal in the village is not good. Mrs Warren to reply to BT and also ask if there are any plans for the Umberleigh Phone Box.

 

Finance: Cheques issued: £550.00 Mr L Southcombe. Repairs to stocks.

                                                £25.00 Mrs R Warren. Raffle prize for Fete.

                                                £852.97 Wages and expenses.

 

The Audit has been approved by the Audit Commission. The Parish Council Accounts can be viewed by contacting the Parish Clerk.

                                                      

Planning:

 

Ref no 48811.  Retrospective application for construction of a pond at Halswell Farm, Clapworthy Mill, South Molton.

Decision: Approved.

 

Decisions:

Ref no: 48568. Application for approval of details reserved by conditions 5 (surface water) 7 (defined boundary) & 9 (joinery details) attached to planning permission 48123 at Swallow Cottage, Hoe Farm, Umberleigh.

Decision. Granted.

 

 Ref no: 48257. Listed building application for conversion of the Stick House to form ancillary living accommodation at South Newton Farm, Chittlehampton.

Decision. Granted.

 

Ref no: 48454. Extension to dwelling at 2 Four White Gates, Chittlehampton, Umberleigh.

Decision: Granted.

 

Any other Business:    

 

Mrs Warren was asked to write to North Devon Homes to ask them to tidy the grassed areas at Mayflower Close.
