Minutes of the meeting held on the 13th January 2010 at

The Methodist Hall, Chittlehampton. 7.30p.m.

 

Those present: Councillor Mrs M Edwards (Chairman),Councillors    Mr M Ives, Mr I Rutland, Mr D Reed, Mr A Cook and Mrs R Warren (Clerk) Councillor Mr R Edgell.

 

Apologies:    Mrs L Sherwood, Mrs A Davies and Mrs S Brooks.

 

No Response: Mr G Williams and Mr F Adey.

 Minutes of the meeting of the 2nd December 2009 were agreed and signed along with the Planning minutes of the 21st December 2009.

 

 

MATTERS ARISING

 

 

Pigeon Shoot:   An update has been received from NDDC advising that the owner has failed to comply with the Enforcement Notices as required. NDDC Legal Department are instructing Council and an injunction will be sought.

 

Boundary Review:  The new boundaries should be in place by the 2011 elections.

  

Highway Matters:  Mrs Warren to report flooding at Lerwell Beech Tree, and also ask Highways for more gritting bins in Parish.  

 

Affordable Housing:   No further news.

 

Emergency Plans:   Work will now begin on preparing the plan.

 

 Defibrillator:  The Parish Council are awaiting the box. The Methodist Church has very kindly given their permission to site the box on the hall wall.

 

Lights at Umberleigh Station.  The matter has now been referred to the Station Manager of Umberleigh Station and we are awaiting her response. Mrs Warren to chase up this matter.

 

Umberleigh Pedestrian Crossing. Some progress has been made in the design process; however an issue has arisen regarding drainage works of the scheme. This relates to present utilities in the highway possibly preventing drainage channels. There are options to circumvent this problem, although this may carry an additional cost. To ascertain this, core samples have been ordered and South West Highways have been instructed to undertake this work. The Road Safety Officer will keep us informed of progress.

 

Correspondence: Correspondence received has been dealt with.

 

Finance:                

Cheques issued:  £82.00  SLCC subscription.

                                              Box.

                                          

The Precept and Grant for 2010-2011 has been agreed and accepted.

                                         

Any other Business   

The North Devon and Torridge Pre Publication Core  Strategy Develepement Plan was discussed. The council are holding public exhibitions at various sites. Details to be put on the Parish Council Website, at the two Post Offices and on the Notice Board.

 

The meeting ended at 8.30 pm. The next meeting will be on Wednesday the 24th February 2010 at 7.30pm at the Methodist Hall Chittlehampton.
